Decatur is a city in, and the county seat of, DeKalb County, Georgia, which is part of the Atlanta metropolitan area. With a population of 20,148 in the 2013 census, the municipality is sometimes assumed to be larger since multiple ZIP Codes in unincorporated DeKalb County bear Decatur as the address. The city is served by three MARTA rail stations (Decatur, East Lake, and Avondale). The city is located approximately 5 miles northeast of downtown Atlanta and shares its western border with both the city of Atlanta (the Kirkwood neighborhood) and unincorporated DeKalb County. The Druid Hills neighborhood is to the northwest of Decatur.
The municipal court holds first appearance and preliminary hearings for felony and misdemeanor charges to determine if probable cause exists to bind the case over to superior or state court of DeKalb County. The municipal court holds trials for traffic charges, some misdemeanors, city ordinance and parking violations that occur within the city limits of Decatur. The judges can assign fines and incarceration if the person is found guilty.
The State Court was created by the acts of the Legislature of 1951, as amended. The State Court became a Constitutional Court in 1983, and has jurisdiction within the territorial limits of DeKalb County.

The Police Department provides police protection services through programs of proactive patrolling, crime prevention and investigation. Employees of this department also provide information and general assistance to the public, special emergency services in hazardous materials incidents, extreme weather conditions and similar emergencies, and assistance to emergency medical service personnel when requested.

The Fire Department provides fire protection services, promotes fire prevention, and enforces the city’s fire codes. The department has an Insurance Services Office (ISO) Protection Class 2 rating, which allows Decatur residents and businesses to receive lower insurance premiums.
All Decatur firefighters are certified by the Georgia Fire Fighter Standards and Training Council. All new personnel attends the Georgia Public Safety Training Center in Forsyth, Georgia, for training and certification. Annually Decatur firefighters receive an average of 309 hours of training in many related fields.
The department emphasizes fire prevention and education and conducts classes for schools, high-rise residential homes, business groups, civic groups, and childcare providers.
The DeKalb County Public Library (DCPL) is the public library system of DeKalb County, Georgia in the Atlanta metropolitan area. The library system headquarters are at the Darro C. Willey Administrative Offices in Decatur.
Its collection includes over 850,000 books and over 19,000 downloadable e-books; collections of over 400 magazines, academic and scientific journals, and newspapers; and audiovisual materials including videotapes, audiobooks, CDs, and DVDs. Library patrons can also access a variety of databases and online references through the GALILEO (GeorgiA LIbrary LEarning Online) system. The library currently operates 22 branches located throughout the county, with construction of two additional branches planned.
